Every RV hot water that I've worked with has at least two or three valves depending on configuration. If it's a three-valve system and the bypass valve is in closed position with the other two valves also shut off, no water will flow. I'd check for two other valves on the inlet and discharge side of the hot water heater.
the 2 trailers I have owned have 1 valve and a check valve.
