No, 39F is not "normal" nor is it ideal, you REALLY want the fridge temp as close to 32 without freezing the food for best shelf life and least chances of getting a food born illness due to nasty things growing in your food while stored...

My sticks and bricks fridge is set at 33F-36F, keeps milk and other items a long long time without spoiling.
My home fridge conversion in my RV I also have it dialed in around 34F-37F which saves some battery power..
