FWIW, 9/16" is .5625, 14mm is .551, that's .010" difference.
A 9/16 hex head can be 0.541 to 0.562 (tolerance is such that they're smaller than nominal). A 14 mm hex head from .534-.551 (I think, I could only find a JIS B1180 reference and none for DIN or ISO).
So, it's certainly possible for a tight fitting 14 mm wrench/socket to not fit on a 9/16 head. Conversely, a 9/16 tool could be a very sloppy fit on a 14 mm fastener.
FWIW I've never come across a 14mm bolt/nut that a 9/16" wrench/socket won't work on, and I've never come across a 9/16" bolt/nut that a 14mm won't work on. And those are the real world experiences of 40 years. Go figure.
