I think all you can get with PWM is the Isc of the panel, whatever its voltage is. So to get that 13-14a from your 230w "24v" panel, you still need your MPPT controller AFAIK.
However, I don't have a clue about it getting over Isc (of 8a) when it is "in PWM mode" if it can. Perhaps it is still in MPPT, and not really in PWM when it is "in PWM" but the MPPT isn't doing much? Not a clue.
