They all have to have the same fittings/threads etc. in order to be usable.

Actually in the 2001-2004 time range Blue-Rhino was supplying TriSafe2 (or TS2) replacement tank valves to their distributors. These valves prevented refills without a proprietary tool (involving a magnet IIRC.)
Google on
Blue-Rhino TriSafe2 and look at the hits back in that era. (Many links are no longer valid, but you'll get the info.)
At Rhino's www site their FAQ says they fill them to 15#. (A 20# bottle could physically hold 25# of propane but is limited to 80% of that - e.g.20#)
I just wanted to verify that third parties can refill a 20# Rhino bottle without special equipment.
