Most places, NFPA 58 is the authority, see section 7.4.2 LP-Gas Capacity of Containers.
My DOT cylinder is not subject to DOT jurisdiction and can be filled by volume in states that allow it (Not TX), Exchange places are under DOT jurisdiction (transport for commerce) and would be limited to filling by weight (DOT cylinders <200 lb WC)
