The People's Committee in various states have banned sales of vent less heaters as well. When something is forbidden, it tends to lose "favor" sales statistics wise.
I rate rig emissions of formaldehyde right up there with non-vented heaters. And there are many other petro chemical emissions that augment genuine fake wood and finishing materials that is used inside a rig. Want an example of unwanted emissions? Tear open the packing wrap of a gel memory foam mattress and inhale the example.
This isn't in defense of heater emissions -- it's merely a reality check that heaters are not the only source of obnoxious emissions in a rig. Any material name with a suffix of -thane or -ethylene, is an emmiter. After Dale Erb shot Quicksilver with closed cell foam, I let it bake in the fierce heat of the Antelope Valley for months. What an education. The fumes the first week generated by 130F heat made it almost impossible to enter the rig. I opened windows and set a small exhaust fan in place. After several weeks the atmosphere cleared. The only emitter I have is the Corian counter tops and the memory foam mattress. Real wood deck, bulkhead and overhead reduced noxious emissions.
When I used unvented anything to heat I have a HEPA 4, filtration fan next to my bunk blowing upwards to disperse the heat. HEPA 4 is useless against gas but it sure does reduce particulate contamination, and contamination like formaldehyde and ethanes and ethylenes.
