You already know enough to test
You known normal pressure is 11"
Connect your nanometer, if pressure is drastically different that, you know there is a problem
Like any other fuel driven engine, fuel rate is a determination of load, it is dynamic, not constant
All you need to do is verify that yours is too high
Too high a fuel flow should show a reduced pressure
