Have you tried new hoses between the tanks and regulator?
Hoses that mount externally, think big hand spun handle, to the tank have flow limiting devices in them and they do fail (usually when it's cold out and mama wants a furnace).
You should be able to pickup a non flow limiting hose and try it, they are the ones that mount inside the tank fitting with LH threads and use a wrench.
