The problem must be prior to the regulator. I'm thinking this flow limiting valves are bad as indicated by another poster. Before the engine starts the system is pressurized to 11" or so and the engine runs on that until the pressure is depleted down to zero which is what the engine mounted regulator is reducing the pressure to.
