The regulator arm moves freely. As it moves downwards, the engine quits running.
If shore power isn't connected, why would there be a delay in the transfer switch? There's no power on the shore side. I would expect the transfer switch to be over to the generator as power source if there's no shore power hooked up. We were doing our checks over the weekend with the shore unmbilical unplugged.
