Or you could arrange for the furnace to heat that compartment. It would not take much air flow to do so.
A computer fan could send warm cabin air to the compartment.
It could also be done with 12 volt resistance heat, especially if you are in a self propelled RV.
I wonder if the issue is the cooling fans not being able to spin at low temperatures? If so knowing the exact wattage where the fan cuts in might be another useful way to "warm" the inverter.
I.e. put a low load on it until it reaches the minimum operating temperature? That could be a 100 watt fan based heater similar to the one I use in my waste tank area to prevent freeze ups. I know my inverter will operate that at well below 0 C.
As far as noise goes, unless I'm at 600 watts demand the inverter is totally silent.
