Although it's highly unlikely a main service cable manufactured with sealed ends will have a broken connection inside it's also not totally impossible but the solution is simple - just measure it with an ohmmeter.
Unfortunately you've provided little detail, such as the exact make / model of surge protector you have, whether you're also getting this so-called error when plugged into a known shore power source that is correctly wired, whether the surge protector still passes power regardless of the fact it sees what it thinks is an error, or whether you've tested the system with the surge protector entirely removed. What you're calling an "open neutral" may actually be a case of bonding, or more correctly lack thereof, and how your particular surge protector deals with it. You might want to read through
