Outside shower valve stuck on my Roadtrek

Hi,

The control valve on the intake assembly for the city water hookup is leaking, don't know why. The valve is loose. Is there a screw at the top of the valve that puts tension on the handle? I can't get at it because it is a tight space. Any help would be greatly appreciated.
