YES 13.6VDC will start causing the battery cells to boil out fluids over time. 13.2VDC on the other hand will not. The benefit is keep the batteries charged on my single mode converter/charger so I left mine connected and always checked the fluid levels every couple of weeks and refill them when they started dropping the level..
Now that I have a modern multi-stage charging system out of habit I still check my battery fluids hehe...
My more modern converter/charger actually takes care of my batteries without too much effort on my part... Your friend would do better changing that unit out for a multi-stage converter/charger unit.
