If this means you cannot call, text, or get internet then you will have no way to contact DISH while on your property.
With PAYG, your DISH system must be set up and running while you are asking DISH to set your service address to your property's ZIP code. DISH needs to send authorization info to your receiver from their satellite(s) while you are in contact with them. Once this is done, you can then drive to your property and the system will work thereafter.
As for the Canadian issue, I ran into that when I was camping along the St. Lawrence Seaway in NY. I could see giant cell towers across the river. They were powerful enough for my cell phone to choose over the USA towers. I paid the international rate of $0.69/min for one call, ouch! I had to manually set my phone for USA towers as I traveled towards Maine. Dirty low-life trick! Same thing along the Mexican border.
On the East-West arc issue, how much time do you plan to spend in New England in Winter? IOW, do you understand where satellites are located as seasons change?
