I haven't made any real world tests that would let me comment, but from a purely circuit perspective, I agree. The heart of the PD design is the Unitrode chip. It watches output voltage and current every cycle. It's got a pin that limits/controls current and one that limits/controls voltage. It monitors both. Aside from various protection circuitry (if output voltage falls and output current reaches max, it detects a short circuit and foldback circuitry protects it) the control by the UC3846 should feed current as needed to hold the output voltage it's told to hold.
Of course there is a world of difference between theory from the circuit and actual performance. Knowing the performance and the problems, like PF, and how it interacts with the generator will, I hope, let me work around any issues.
