If you're interested in river camping, then stop on by the "big" river - Columbia River Gorge. Been windsurfing here for 4 weeks now, another 2 weeks to go. We'll do a PD vs Iota showdown when the wind is not blowing.
Regarding the circuit. There could be problems with the opto-isolator. Testing with scope or voltmeter can tell. The isolator isolates ac ground from dc ground. When testing, watch out that you're using the correct ground reference.
BTW, it's not that simple adding temperature control. That circuit will also require an opto-isolator. That's the reason not many converters have temp control. It's expensive.

The horizontal bar above R30 is a reference voltage from the UC3846. The connection at the encircled F goes straight to the chip's voltage error amp input. The jumper H4 lets you reduce output for gel cell batteries.
