Regarding the circuit. There could be problems with the opto-isolator. Testing with scope or voltmeter can tell. The isolator isolates ac ground from dc ground. When testing, watch out that you're using the correct ground reference.

BTW, it's not that simple adding temperature control. That circuit will also require an opto-isolator. That's the reason not many converters have temp control. It's expensive.
Component cost is pretty low for a single unit. I've got plenty of isolators and temp sensors in my box. :)
