I have seen the charge amps climb in this fashion with other converter testing along with the PD 9260. My battery capacity for testing was with smaller battery capacities than your testing so many times the converter could not deliver max current because of the cold batteries. After the batteries warmed up, environment or from repeated discharge charge the current would increase and stay longer at max rated converter amps.
I contributed it to the temperature of the electrolyte...As the battery warms up the more current it will accept...
Some of my testing was in the dead of winter with battery temps starting at 40 deg and warming up into the 60's in an hour...
