I agree with this. I don't see how even a failed transfer switch can connect both sources. They are on separate pins of double throw relays. Even if they did, perhaps the generator wouldn't be happy but I don't see how that would blow the bulk caps on the WFCO if nothing was over 120V.
I suspect the pedestal voltage was too high (maybe due to mismatched loads or open neutral on a nearby 240v site.
