power convert how to diagnose.

I bought a camper and i noticed the fan on the power converter never turns on. put a tester on everything internally all the fuses internal and external...all good. However i noticed when i test the voltage on the negative cable it shows 12v, same with the positive cable. Any idea whats up? I remove a cable from battery (there are literally about 14 cables..this is on a semi)...and both sides show 0, put the cable back on...12v on both neg and positive again. Any advice? I assume the cables are bad and the unit is good?

    if i put the black multimeter terminal to a metal ground and the other red on my negative cable i get 12v. i dont think i should be getting any volt on neg, only on the positive side i assume. Both pos and neg cable show 12v, also fan never spins on the converter.

  • it actually should show 12v...had to wiggle the tester.
