If you read the manual you may find that it is not 3000 watts, but 3000 VA, and that is a lower number of "real" watts. It may be that power factor is 0.8 so that 3000 number drops to 2400 watts.
Just to add to the misery the air conditioner itself probably has a power factor, too.

I just had a look at the manual and it states 3000 watts rated and 3100 watts surge. Volt-amperes are not mentioned. The manual shows rated voltage is 120 and rated amps is 25 and my high school electronics class told me V x Amps = Watts so 3000 seems right...but being made in China one cannot believe everything printed is actual fact.
