According to Intelli-power, the Charge wizard charges 14.4 v to 90% within 3 hours. Then 8 hours to full charge using normal mode at 13.6 volts. Then 13.2 for maintenance/storage. If put to normal mode when discharged, it's 40 hours to reach 90%. Every 21 hours, it does and equalization charge of 14.4 volts for 15 minutes.
I think the converter is working ok, there may be a switch that isn't allowing the engine alternator or the converter to charge the house batteries isolating them and having the 12v system draw off it.
