Sounds like a converter issue to me.. Mexico told you how to test it thus saving me the tribble (Thanks Mex).
One possible issue is this, You said you have an Inetlla power WITH the wizard. Now the wizard should be plugged in and the plug secured with a screw (if you one like I do that has a plug in wizard Mine is a 9100 series) but it is possible some idiot did not put the screw in and the plug came out.
(The 9200 line and several others, the wizard is hard wired thus preventing that from happening) What does the wiz show (Fast/slow/medium blink or steady state)
