Problem with Airhorn on Smartwheel

Question

Bar across bottom of Smartwheel is "sticking" & airhorn will not stop until I turn off horn master rocker switch. I've removed the screws under the wheel but can not remove the "bar" from steering wheel!
Any ideas??

There is an access hole on the bottom of the wheel where you can insert an Allen wrench to remove the pad. I believe it's 5 mm.
