I would add Outback controllers to your short list of possible replacements.
Seeing as the input voltage is only 19, you may wish to consider the fully featured Grape PWM controller available at Home Depot. Grape also has an MPPT unit.

Pulled the unit and cleaned all the contacts and when connected back up it initially entered charge mode but then went into sleep again. Batteries at 12.7.
Rogue Power Technologies is not around anymore.
Thought I'd check here for comments before plunking down some bucks for a Vectron or MorningStar.
