Unless you use vinegar full strength (undiluted) and at 130 degrees F, you'll fail to kill any listeria and E. coli in your RV water system. However, room temperature vinegar (and hydrogen peroxide) will kill salmonella.
On the other hand, 1/4 cup of bleach per 15 gal (that's 50ppm) at room temperature eradicates listeria, E. coli, and salmonella.
If your water system has Ecoli and Listeria you have already missed the boat on proper maintenance....If a system is left to fester and is Neglected , sure go for the bleach, but if you maintain and service your system as you should, Vinegar is plenty effective for twice a year service and does not expose you, your system, and your family to bleach....
