OP wanted info on disinfecting his water system (in particular the water heater), not disinfecting the drinking water itself.
While I don't have a problem using bleach to disinfect my RV water system, I'd rather not add it directly to my drinking water. Instead of adding bleach to drinking water, I'd suggest a UV filter (which I use) or an ozone system.
Finally, your link above is from a religious web site. While there's nothing wrong with that, I'd want a better reference before adding any bleach to my drinking water.
