Propane (Explosive Gas) detector on or off
Do you have an electrically operated emergency cut off?
Was the tank valve open
Oil in the regulator
On the water heater I had that problem when the Rig was new.. Took at least 3 cycls of the switch (power) before it worked, that's 9 starts.. With the new control board I have not noticed that but I do not often use Gas.
And finally there is a spider that likes to nest in gas lines and jets.
