"I coulda swore the bleed valves were 10% on old tanks, and they seldom bled off except in extreme temp changes. But they had to fix what wadn't broke w/ OPD's"
I did used to be a 10% bleeder-you could fill cylinders to 90%
OPD valve is supposed to shut the flow at 80% but the float arm can get bent inside and not read the fill accurately-hence still the need to fill by weight. I'd just use the cylinder. As long as some pressure is being used you are relieving the danger of the pressure relief valve spewing fuel.
