My tanks are 45 years old and are as good as the day they were made. Even if I wanted to change them out, they are an odd, horizontal tank which cannot be easily replaced. Why change out a perfectly good tank. The inspection is to determine that they are still safe to fill. They are looking for rusted out pieces of junk that shouldn't be refilled when doing the inspections.
Speaking of tanks, look at our large oxygen, argon, CO2 tanks, etc. They are running at 3000# and most are still fine after being built in WWII. The inspection is to determine if they are still in a "usable" condition.
