ASME tanks are built to much tougher specifications than DOT cylinders. The tank walls are thicker and the fill port is heavier duty than the combined service valve/fill port on DOT cylinders. ASME tanks also had OPD's long before DOT cylinders were required to have them. ASME tanks are also built for permanent installation, so they don't get the stress placed on them that DOT cylinders can see riding around in the back of trucks, etc.
