A long time ago, before OPD, I was told that my valve was leaking and would have to be replaced. I paid the tariff on that only to learn latter that the problem was a $0.02 "O" ring. Since then if a valve leaks, I just go home and change the "O" ring and take it back. They usually pass.
This is not to say I'm not as aware of the dangers of all explosive substances, I am and I don't take chances, but, a leaky valve stem "O" ring is not a major repair.
Additionally, replacing a valve is not rocket science and they are not that expensive to purchase and replacing yourself is not that difficult. Pressure testing and then recertification of several I have done myself has never resulted is a leak.
You just have to be SMARTER than the average nozzle jockey who often thinks it's a pain to check for dates.
