These are almost certainly autotransformers internally, so two back-to-back would not provide isolation. Since this is a voltage stabilizer with a specified .5 second response time, I'm guessing it is a mechanical servo-controlled variable autotransformer, but I could be wrong there; it might use some sort of solid-state electronic switching or something.
The power rating seems rather optimistic, especially given that the manual says you should buy one rated for at least twice the power that your load requires. "Important: Remember to leave at least a 100% slack for the voltage converter transformer. Televisions, Heating appliances, Laser printers, Halogen & fluorescent bulbs and power tools spike when you turn them on. For these products you need to buy a voltage converter transformer that is at least 3-4 times the items capacity."
Pyle is not known as being a supplier of top-shelf gear. The price of the deal on WOOT does seem fairly decent compared to what these go for elsewhere, if you're interested in low-end stuff of possibly questionable build quality.
