I haven't addressed the use of PVC conduit since I'm not sufficiently familiar with the electrical code (particularly as it might apply to your city/county). The fire code doesn't typically allow pvc in occupied spaces due to the fumes produced when it is exposed to flames. I'm not sure how they would treat your normally unoccupied garage space. Thus I keep hoping for a licensed electrician to chime in.
The NEC allows sch 40 and 80 in walls and surface mounted but is not allowed in air ducts and plenums. Have never heard of a fire code prohibiting its use. It cant be much more toxic when it burns then the sheathing on romex.
