    factory ratings have a huge safety margin built into them.  you are now talking dynamic loads vs static loads, but I am sure you will be fine going up and down the hills in the roads.

Your load should not shift significantly when driving down the road. In 20 years towing my trailer I might have had one can of beans fall over and roll around. Other than that stuff just doesn't really move around and I'm a fairly spirited driver when towing. 

In fact I can say in the 20 years I've been on this board we've debated towing and weights ad nauseam with some of the contributors claiming to have been design engineers from the big 3 in Detroit.  I guarantee you if it was an issue it would have been discussed.
