If all else fails, get them shipped to a place like Montana Shipping Outlet (MSO) in Sweetgrass, MT, then take a day trip to pick them up and bring them back yourself.
May not be worth it for blinds, but my buddies and I use that for bigger, heavier things like car engines and transmissions, where US retailers often have free shipping in the US, but it can cost an additional $500 or more to get it shipped to a Canadian address. MSO will hold items, so whenever the next guy goes to the border, he picks up all the stuff for everyone else. We chip in some money for his gas and food, and everyone wins.
