Definitely a hoax, and a silly one at that, as it clearly violates the second law of thermodynamics. You supposedly put water in, and it sits there for a few months while you get electricity out...then you drain the water. If water were that energetic, you'd be well advised to never heat it in a teapot or carelessly slosh it around in a tank.
There are a few ways to get electricity using water, two of which are in common use. The first is to find some falling water and put a dam up to force it through a turbine, which is connected to a generator. The second is to somehow heat it in a boiler and drive a turbine with the steam. In both cases, the water is just an intermediary; the actual energy comes from gravity (and the sun's energy, via the water cycle) or from whatever you do to boil the water, which is usually burning something or maintaining nuclear fission.
