Fuel cells basically just burn hydrogen (producing water) and turn the energy released into electricity. You can't split the water into hydrogen and oxygen, and then recombine it, and get more energy out than you put in—it's just not physically possible. It's also why you can't get energy by connecting a generator and an electric motor together, the motor turning the generator which powers the motor; and, for that matter, why you can't coast up a 200' hill with the momentum you gained from coasting down a 150' hill.
