The closest I've seen to an engine running on water was a six-stroke engine that had two strokes for sucking water into the piston chamber where it turned to steam. Of course, this means having to carry gasoline in one tank, water in another, and all the high pressure fuel rails for both items... not to mention corrosive-resistant alloys for everything involved... but it did provide more MPG.
