Refrigerator temp adjust?
How in the world does sliding this piece of plastic either up or down one of these cooling fins actually control the temperature inside the refrigerator?

EASY. Heat rises. By placing the thermistor/sensor in a warmer location (up on the fin), it will tell the PC board to "cool more".
