Think Chris nailed it.
Id be also checking grounds judging by amount of corrosion on screws. Yes does look like a cover over fuse location. Obviously unplug before checking
edit-is the resister you mentioned earlier Chris the horizontal one to left of fuse? which looks ok in pic. The "burnt" end op mentioned cover on the fuse? indicating heat-possibly also corrosion?
