As for the three normal relay solution posted, that requires continuously powering at least one of the relays. I considered that solution, and I've even got all the relays I'd need in my parts box. I could even use a single relay instead of three and change the switch controls if I was willing to go with a constant normal relay on solution.
Look again. The ON pulse allows the first two relays to pick and hold. The next (OFF) pulse causes them to drop out. NO more current draw. You're not going to get much simpler than that.
I wonder why the Intellitec Monoplex works so well in tens of thousands of RVs, but won't work well in yours?
