solar controller is NOT going to pass power, because there was NO battery
battery has too be connected first
voc can be checked with out the controller
most likely solar light/led was off because of NO battery
try it with a battery and let us know the results

ok i looked up your controller
there 6 terminals, aka 3 sets of connections
they are normally labeled solar/panel, output/battery , load
normally you connect the battery to battery/output
load on a 3 set, is for a lamp or a gate controller maybe a pump
something to be turned on, or supplied power but disconnected if the battery voltage drops too low
