OP HERE - I played with the solar panel today. I watched a youtube video on how to check continuity with a multimeter. Every single wire and jumper was good.
I checked the battery volts first - 12.46. Hooked up the battery (- first, then +). Then hooked up the solar panel. The panel LED did NOT light up.
The voltage jumped to 12.50. Ten minutes later, it was down to 12.49.
It's been sitting in the hot afternoon sun for maybe 60-90 minutes. Voltage is 12.51.
Do these numbers mean that the panel is working? If so, does that "rate increase" sound about right? I have no idea what it should be.
