16 is for the light control, manual mode. A '1' would be on for 1 hr after sunset, etc.
You must of missed the many with LCD displays, like
this one, maybe the links to aliexpress don't work well. It was a link to a search - 'charge controller' that were available as 1 piece vs a lot. Finding the charge profile can be a challenge, but so far I'm happy with my $8 controller delivered to my door for $12.
Some sort of voltage display would of been a nice addition vs interpreting LEDs.
