I purchase my 20# Cylinders at Lowes every few years. While shopping at the store, it is worth your time to peruse the stamped Manufacturing Dates on the various cylinders that are available. They can vary dramatically - as much as two years or so. Presumably you'd want one that had a later Manufacturing Date so as to not expire as soon.
I have never attempted re-certification.
