I recently paid 30 some odd dollars apiece at Costco for new ones.
I once had a tank recertified. The idiot stamped the new date on the tank body, instead of the collar. Nobody would ever refill it then.
After that fiasco, I prefer new whenever possible.
With recert prices in the 15.00 range for 5 years vs 30 some odd for 12 years... My choice is new.
