Seems to me the set-point is set in the controller and that it will activate when it "sees" that voltage from the battery.
So if you have a known 0.1v drop and you want 14.6 at the battery before the controller starts controlling then set the controller at 14.7. No?
My main point I think was that your various readings could be the result of different wire lengths and different voltage drops or whatever, and not from dubious equipments where one is wrong and the other right. Although that could also be true if not calibrated.
You can live without a Trimetric or similar item. I can go over an hour without checking mine! :)
